Ok, so I saw it on Target.com and i loved it. The problem is that my dad won't let me ride it if it doesn't have handbrakes. Does it come with handbrakes or no? And is it also possible to add on a little basket on the front?

Nope, sorry no handbrakes.
I went ahead and checked out the website and read some of the reviews.
Here's what one woman said:
Reviewer: California Beauty "M&M" (Central Valley, CA)
- "The back pedal break is so comforting because I use to back pedal and with a gear bike it would spin but with the Cruiser it slows down. . ."
So, it has back brakes, meaning you pedal backwards for it to stop.
Oh, and another:
Swimmin Dudet "*POW*" (CA)
- "I was afraid that after getting it, it would be difficult to slow down at a hill, but the back-turn brakes are really easy to use."
Pretty snazzy.
Another lady said this [concerning your basket question]:
Reviewer: California Cruisin' (Sacramento area, California)
- "I also hand stitched a box made out of an old pair of jeans for the front and put patches all over it. Complimented on the whole look every where I go."
Well, I guess you can put a basket!
