i want to know if this bike is effective, that is if anyone here has tried it?

Are you referring to a Spinning bike? This is a stationary bike commonly found at gyms and health clubs.
Spinning is a very effective way to get some good cardio exercise along with replicating riding on a real bike (however not as realistic as riding on a trainer or rollers). While it isn't exactly the same, you do work a majority of the same muscles. I had an elbow injury one summer and was not able to ride outside on a real bike, but through Spinning I was able to keep most of my conditioning.

Im looking for alternative for jogging and running is using spin bike at the gym just as good as running, do you think it would actually improve running.

Spinning is a great way to burn extra calories and slim down. The main difference is that you are using very different muscles for each activity. Running uses the lower muscles in the front of the leg above the knee and Cycling uses the upper quads. Both use calves and hamstrings.
It will improve running in the sense of having the cardiovascular endurance. It will not improve running in regards to having the muscular endurance.
I cycle a lot now and run a whole lot less than I used to. Well, this past November I ran a half marathon. I was able to finish with a good time because I had the cardiovascular endurance but was sore for a little over half a week and limping because the lack of muscle.
If you are just trying to exercise, its a good trade off. If you want to replace it but still run long races, anything over a 10 k, I would advise against that. Keep running or do both.
